I have the honour to acknowledge the receipt of your letter No.96 of the 28th of November with regard to the statement in your despatch No.4 of the 7th of September to the Foreign Office that "it is.................................. competant for any Chinese, on payment, to procure a fraudulent certificate of birth under the seal of the Colonial authorities and on the strength thereof

to be registered at a British Conmulate”.

As you are aware the conditions under which

Consular recognition should be granted to persons of Chinese race

who claim Hongkong birth have been the mubject of mich considera-

-tion, and it is hoped that the arrangements indicated in Sir

(John Jordan's Circular Despatch No.47 of the 28th of September,

1915, addressed to members of the Consular Service are proving

satisfactory.

Great care is taken to secure that British Born

Subject Certificates are issued only to persons who have furnish-

ed reliable evidence of Hongkong, birth and who are in other

respects considered suitable, and I have no reason to suppose

that the present system is being abused.

4.

In these circumstances it appears to me that the

statement which I have quoted is likely to give a wrong impress-

ion to those who are not directly acquainted with the facts,
