This is to certify that, I, H. E. Root, of
Yokohama, Japan, have purchased the rails and accessories
from the American Consul General at Hongkong and that they
have been sold to a Jeponese firm in Tokyo, that the rails
will be brought to Yokohama Japen for use on one of the
railroads in Japon, and that they will not be used in any my against the present Government of Russia or the Far
Eastern Republic,
