With reference to your despatch No.275 of the 31st August, I have the honour to inform you that the
purchaser of the rails and accessories was Mr. H. E. Root
of Yokohama and I enclose a copy of the affidavit made by him before His Britannic Majesty's Consul-General containing the conditions on which the Foreign Office was prepared to
authorise the sale.
2. The sum of $11,195.16 mentioned in the letter
from the Board of Trade deted the 19th August enclosed in
your despatch has been recovered out of the purchase money
together with the cost of storage for the previous periods
and for this year.
3. The cargo landed from the S. S. "Tokuyama
Maru" included, besides rails and accessories, ammunition
and Railway Locomotive Parts, Accounts of expenses for landing, storage, etc., of all of these were submitted in Mr. Severn's despatch No.36 of February 7th, 1919, and in my despatch No.94 of March 10th, 1920, and I attach a statement in which ere chewn only such items as concern the
rails and accessories.
4. Part of the consigment of rails, etc... has
been sold to the Kowloon-Canton Railway, and a small amount
to
