I, Sir Reginald Edward Stubbs, Knight Commander of

the Most Distinguished Order of Saint Michael and Saint George, Governor and Commander-in-Chief of the Colony of

Hongkong and its Dependencies and Vice-Admiral of the same, hereby certify that, in accordance with the provisions of

Article IVII of the Instructions to the Governor of the

Colony of Hongkong passed under the Royal Sign Manual and Signet, and dated the 14th day of February, 1917, and, as

required in the said Article, in accordance with the provisions of Rile No.56 of the Standing Rules and Orders of the Legislative Council of the Colony of Hongkong, the Bill intituled an Ordinance to extend for a further period the powers granted by the Mercantile Bank Note Issue Ordinance, 1911, to the Mercantile Bank of India, Limited, to make, issue, re-issue and circulate notes in the Colony was published in two successive issues of the Hongkong Government Gazette before introduction into the Legislative Council, namely in the issues of the 14th and 21st October, 1921, and that notification of the intention of the applicants to apply for the bill was given in the issues of the Hongkong Government Gazette for the 14th and 21st October, 1921, in the issues of the Hongkong Daily Press, a daily newspaper circulating in the Colony, for the 20th and 26th October, 1921, and in the issues of the Wa Sheung Chung Wai Pe, a Chinese daily newspaper circulating in the Colony, for the 18th and 24th October, 1921, and that the bill was passed as published in the aforesaid issues of the Hongkong Government Gazette.
