8. I forwarded with my despatch No.399 of the

28th October, 1921, certain recommendations for the improvement of the Fire Brigade. Provision has been made in these Estimates for carrying out these recommendations.

The cost is large but the service is of the greatest importance to the public and I have no doubt as to the soundness of the policy of providing up-to-date appliances.

9. As regards the general financial situation,

I think that I need add nothing to what I said in my address to the Council. I think that it is improbable that we shall be able to expend the full sums provided for Public Works Extraordinary and that therefore the difference between revenue, which is probably underestimated, and expenditure will fall considerably short of the £2,922,720 estimated: but, in any case, a deficit even of that amount may be regarded with equanimity in view of the fact that it will be due to the construction of works of public utility, many of which will be remunerative almost at once while practically all of them will be so in the near future. The Colony is developing rapidly and I am confident that the right policy is to press on with the programme of necessary and desirable public works as quickly as possible.
