I have the honour to submit for the signification of His Majesty's pleasure Ordinance No.28 of 1921, intituled "An Ordinance to apply a sum not exceeding Sixteen million four hundred and forty-one thousand one hundred and thirty-one Dollars to the Public Service of the year 1922", together with the customary report by the Attorney General.

I enclose also eight copies of the Estimate:
of Revenue and Expenditure, an Abstract showing the differences between the Estimates of Expenditure for 1921 and 1922, end the usual Financial Statements, together with copies of an address which I delivered on the first reading| of the Supply Bill, end of a report of the proceedings in
the Legislative Council on the second reading and subsequent stages of the bill. It was necessary to amend the bill in Committee as two mmerical errore were discovered in the Draft Estimates after the bill had been read a first time.
3. I regret that it has not been possible to transmit the Estimates at an earlier date. The revenue that was expected to accrue in 1922 from the sale of the very valuable site of the old Post Office could not be ascertain- -ed until the 11th October, when the sale took place, and the extent of the Public Works Programme for 1922 depended largely on the result of this sale which realized $1,502,130
