The appointment of Dr. C'Brien has
already been approved by the Secretary
of State on 46930, and we have only
held up the offer for discussion with
Dr. Balfour. In view of this letter
we should now offer the appointment
of Director of the Mauritius Medical
and Health Department to Dr. O'Brien
by telegram to the Gove mor of
the Gold Coast, unless he happens to
be on leave; and we should ask that
1f Dr. O'Brien accepts, he should
for start them kauritius with the least
possible delay, and the date of his
leaving the Gold Coast should be
telegraphed in order that we kay

Many thanks for your letter of November 9th and for kindly
sending me the papera, which I now return. I have gone carefully
through all the records, and in view of the information now submitted,
I am in agreement with you as regards the claims of Dr. A.J.R. O'Brien.
I feel that these cannot be overlocked in view of his excellent regard.
I have have been thinking about the disability caused by his damged
ankle.
It is true it may militate a little against his usefulness, because,
in a place like Mauritius, it is well that the Head of the Medical and Health
Department should see everything for himself. At the same time, one can
get nearly everywhere by motor car, and it is true that the more inaccessible
water supplies are, all things considered, probably the least important.
Moreover, I am quite sure that he will always be able to rely on the whole-
hearted support and assistance of Dr. Gilchrist, who, though a man of nearly
50, told me that he would serve with pleasure under any good Director who
might be appointed. it is true that Dr. Gilchrist's work is confined to
the Port Louis district, but I know that he will be only too willing to help
Dr. O'Brien in the way of making inspections elsewhere if required.
I would, therefore, only ask that Dr. O'Brien, if appointed, be
requested to proceed to hauritius as soon as possible. The unhealthy part
