I have examined the accompanying Ordinance intituled
Ordinance to amend the law relating to the recovery of possession
in certain cases and to restrict the rents of certain domestic
tenements and to amend the Rating Ordinance,
1901,
and I
am of opinion that the Ordinance is one which is not contrary to the
Governor's Instructions.
2. The Ordinance is the outcome of the appointment by His Excel-
lenoy the Governor of a committee of the Legislative Council "to
consider and advise what steps should be taken to protect the
tenants of domestic tenements from unreasonable increases in
rental and from arbitrary termination of their tenancies".
