My telegram 21st June Rails His Majesty's - Goverment will they accept £7,622 in full settlement of storage landing charges until the end of 1919 propose that prospective purchaser who is Amercian citizen resident in Japan should give required guarantee British Consular Officer. Goverment of United States will not permit their Consul General to give guarantee.
