I have the honour to transmit for the
signification of His Majesty's pleasure an Ordinance
intituled:-
"An Ordinance to amend the law relating to
stamp duty. No. 8 of 1921",
together with the customary report by the Attorney General.
2. I enclose also copies of the reports of the
proceedings of the Legislative Council during the passage
of the bill, and copies of the regulations which have since
been made.
3.
The Ordinance was originally drafted by the
Attorney General in consultation with a Committee on which
the principal business interests involved were represented;
and the fact that it became law without giving rise to much opposition and friction was largely due to the labours of that Committee and more particularly to Mr. Kemp's work as Chairman. I enclose a copy of a letter from Mr. J. Scott
Harston who served on the Committee in which he refers to
the services rendered by Mr. Kemp in this connection.
I have pleasure in expressing my appreciation of the work
of Mr. Kemp and also of the manner in which the question
was handled by the Officer Administering the Government.
