With reference to my despatch No.199 of the 23rd
May, I have the honour to enclose 6 copies of a slightly amended draft of the proposed indemnity bill. One of the copies is underlined so as to show the alterations which have been made.
The reference to His Majesty's Government in

clause 4 of the bill has been inserted because the Colonial
Secretary on the 14th May, 1918, informed Messrs. Deacon, Looker, Deacon and Harston that the ships dealt with under the Hongkong shipping control scheme were "requisitioned on behalf of, and
under instructions from, His Majesty's Government, who have
instructed this Government to superintend their management".
On the other hand, the local Naval Authorities, who actually
gave the notice to the owere that their ships were being requisitioned, informed the owners of the S.S. "Wollowre" that that ship had been "requisitioned for the use of the Colonial
Government", and apparently in no case stated that the requisitioning wes on behalf of His Majesty's Government.
Deacon, Looker, Deacon and Harston are the solicitore for the
owners of the S.S. "Wollowre", and apparently they act also on
behalf of the owners of other ships which were dealt with under
the Hongkong shipping control scheme.
