With reference to Lord Milner's despatch No.326 of
the 23rd of September, 1920, I have the honour to transmit the enclosed copy of a further communication from the members of the engineering staff of the Public Works Department on the subject of their salaries, together with a covering minute by the Director of Public Works.
2. I am very reluctant to make recommendations involving an addition to the very large increase in expenditure which has resulted from the revision of the salaries of the public service but after careful consideration and with more experience of the scope and value of the work done by the Public Works Department in this Colony I have come to the conclusion that some further concessions will be justified and indeed will be necessary if we are to continue to obtain officers as good as those whose services we have secured in the past.
3. In paragraph 18 of his minute the Director of Public Works suggests (a) the increase of the minimum salary of Assistant Engineers and the maximum salary of Executive Engineers and (b) the adoption of the principle of continuous increments, as now applied to the Cadet service, the Police and the Survey Branch of the Public Works Department, up to the maximum salary of Executive Engineer.
