I have the honour to acknowledge the receipt
of your Confidential despatch of the 21st of March with
regard to the appointment of Mr. Nihill to a Cadetship in
Hongkong.

The respective ages on appointment of the
Cadets selected for Hongkong under the provisional
arrangements necessitated by war conditions are as follows:-

of thase Fraser is of the normal age and is unmarried, the
other three being all above the usual age and married.

The normal salary of a Cadet is shown in the
enclosed circular. To meet these special cases I recommend
that Mr. Forrest should be given the equivalent of a year's seniority by granting him a double increment with effect from the date of passing his second examination in Cantorese; Mr. Wynne Jones the equivalent of six months' seniority by granting him his first increment on passing his first examination; and Mr. Nihill the equivalent of two years' seniority by allowing him to start at the initial salary of £400.
