I have the honour to transmit a copy of a petition addressed to the Colonial Secretary by Sub-Inspector F. Culliford of the Hongkong Police, now retired on pension. I have carefully considered this application and regret that I am unable to recommend any departure from the rules governing the grant of pensions to members of the Police Force which, it may be noted, do not include the provision quoted by Hr. Culliford from No.17 of the gener?1 Pension Minute. Neither, in view of the terms of his discharge from the Corps of Royal Marines set forth in the enclosure to Mr. Chamberlain's despatch No.172 of 16th June, 1902, do I consider that any useful purpose will be served by referring the request to the Lords Commissioners of the Admiralty.

As Mr. Culliford has now returned to England

I shall be glad if this decision may be communicated to

him in due course.
