With reference to Lord Milner's Circular
despatch of the 28th of December, 1920, I have the honour to enclose for your consideration six copies of a dreft indemnity bill which it is proposed to introduce into the
Legislative Council.
2. Enquiry is being made of the Government of
the Straits Settlements as to whether any similar legislation
is being enacted there.

The references in sub-clause (1) and (3) of
clause to sums of money in the hands of the Government have been inserted with special reference to the "Wollowre cage, and to other possible claims of the same kind.

4. It seems to be unnecessary to provide in clause 4 for any compensation except compensation in respect of ships requisitioned or controlled. No claims or complaints have been received relating to the requisitioning of land or chattels or falling within the terms of section 2(1)(b) of the Indemnity Act, 1920. The only cases of requisitioning of land or chattels during the war which gave rise to any dispute were dealt with under the procedure of the Order in Council of the 26th October, 1896.
