is no reason to think that & private dealer in raw opium will be

more scrupulous.

5. As the telegram from the Secretary to 'Government of India of which I enclose a copy seems to imply that such private

shipments will in future be sent through this Colony, it will be possible and legitimate for me to detain them here until I am satisfied as to their true destination.

6. As regards the 240 chests which the lacao farmer is. allowed to nave annually for the preparation of opium for export- -ation, if the Goverment of Chile could be induced to follow the example of Mexico, which in 1917 declared the importation of smoking opium illegal, this destination would disappear, with the logical consequence of an equivalent reduction in the Macao farmer's importation. The corresponding privilege granted to this Government under Article 4 of the 1913 Agreement of import- -ing 120 chests for exportation has never been utilised, as there is not and never has been any legitimate export trade in prepared opium.
