c. The increases in Salary recently granted in this Depart-

ment range from 30% to 50%: in my case the increase is

12%, exclusive of the Personal Allowance (£60 p.a.) which

is not Salary and is not pensionable.

d. Masters many years junior to me may and will obtain a

larger income, and yet enjoy easier conditions of service.

e. The Allowance as Director of the Technical Institute is

smaller than the Salary paid at any similar Institution,

as far as I have been able to discover.

I was in Siberie when the Salaries Commission sat and there-

fore had no opportunity of placing the foregoing facts before

that Commission. The impression prevails generally in the

Service that I enjoy the same privileges as to hours and

vacations as do Schoolmasters; I have reason to believe that

at least one dember of the Salaries Commission was under that

impression.

Adopting the ratio obtaining under the London

County Council, the Salary of the Inspector of English Schools

should be £1246, exclusive of the Technical Institute.

I beg to suggest that it is only equitable that my

salary be raised from £900 plus £60 to £1200, in accordance

with the London County Council ratio, the salary of the Tech-

nical Institute (£540 in London) to be included in the £1200,

which will thus be the salary for the combined posts,- Ins-

pector of English Schools and Director of the Technical Ins-

titute. This represents an increase of 50 per cent. on my

original salary, - a ratio of increase which has been granted

in many cases.
