ceased it being stated that as I was keenly interested in

the Institute and in view of the increased salary of my

substantive post, I was not likely to object. This was in

fact the case, although my actual increase in salary amounted

to only $40 p.m., while the duties were considerably increa-

sed, and vacations were no longer possible. At the same time

I had to discontinue private tuition, so that the promotion

from Queen's College to my present post has meant a steady

loss of income since 1913. (It may be stated that I have

at various times received Acting Pay in my present post, but

I should have actually received more Acting Pay had I not

been promoted.)

I may point out here that under the London County

Council the salary paid for Evening Institute duty is,- for

Whole Time (i,e, where Masters attend at the Institute in

the evenings and are not required to perform any other duty)

£440 by £25 to £540 or £640.

Principala

I do not suggest that such a salary should be paid to the

Director of the Hongkong Technical Institute, but I do

submit that the salary of £60 p.a. now offered to me is not

more than a nominal recognition. I would remark that I

took over the Technical Institute when it was in a state of

chaos, and that it has now been for some years a flourishing

institution, with an attendance of 600.

To state the case briefly,-

a. By my promotion I have steadily suffered in income since

1913, while my duties have been very materially increased.

b. The new Scale places me on an equality of salary with the

Head of a School subject to my inspection, contrary to

established usage, while at the same time the duties of
