Inspectors; the comparison I desire to establish is that
between an Inspector of English Schools and the Head
Master of Queen's College.
I beg to be permitted to maintain that as the
salary of an Inspector under the London County Council
is 38 per cent. higher than that of a Head Master under
the Council it is reasonable to ask that a similar ratio
obtain in Hongkong, and that the salary of the Inspector
of English Schools -whose duties are similar to those
of a London County Council Inspector- be approximately
38 per cent, higner than that of the Head Master of
Queen's College.
There is a further argument in the fact that
the degree of difference between the duties of the two
posts in this Colony is greater than that obtaining
between the corresponding posts in England,
Referring to the comparison between the duties
of the two posts, I am obliged to add that the sugges-
tion that "preparation" or other duty performed by a
neadmaster of queen's College out of School hours
counterbalances the work of inspection of night schools
is not in accordance with the facts of the case, I
definitely state it as a fact that the headmaster of
Queen's College is not required to perform and does not
perform any scholastic duties out of school hours, On
this point I challenge closest investigation. But even
if such duties preparation, etc. were performed, tney
could not be set against the inspection of night schools
held in dingy rooms in Chinese tenements in all parts of
the Colony, more especially when such inspection must
perforce be held at hours of the evening when of the
Europeans in the Colony only policemen have any duties
