I have the honour to acknowledge the receipt of Lord
Milner's despatches No.132 of the 23rd of April, 1920, and No.10 of
the 11th of January, 1921, on the subject of a proposed revision of
the Widows' and Orphans' Pension Scheme.
2.
This Government is prepared to agree to the Pension
Tables of the Scheme being recalculated on the basis of 8% compound interest, on the understanding implied in paragraph 3 (c) of Lord
Milner's despatch of 11th January that the prospective pensions of present contributors will not be less in amount than those for which they would qualify under the rules now in force, with the inclusion of the temporary allowance of 25%.
3. I enclose a copy of a minute by the Treasurer regarding the proposed actuarial investigation into the experience of the mortality of members and beneficiaries, and the withdrawal of members. 4. It appears to me that present contributors to the Scheme could not reasonably be called on to abide by the result of the investigation without first knowing what it will involve. The investigation might, however, be made and its results applied to future contributors if thought fit; and to present contributors if they so desire when the consequences are clear to them.
