I am directed to transmit to you, to be laid

before Earl Curzon of Kedleston, the accompanying copy

of a telegram from the Governor of Hong Kong with regard

to the reported intention to appoint an Advisory

Committee for Kuangtung, and to ask that the Secretary of

State may be favoured with Lord Curzon's observations

on the matter.

Sir E. Stubbs' reply to the Senior Chinese

Vember of the Legislative Council of Hong Kong appears

to have been correct; and it does not seem possible for

His Yajesty's Government to take a different view,

having regard to the extreme undesirability of the

Government of Hong Kong being in any way involved with

that of the province of Kuangtung.
