the Colony alone extending from March 1917 to January,
1919, and I doubt whether it can be held that he has
had a substantial amount of residence ashore in Hong
Kong sufficient to qualify him for a certificate of
naturalization. See Home Office letters of 6th
X August, 1918, (38415/18) and 1st June, 1920 (27029/20)
in Falk's case.
The latter papers at any rate in that case
were in the present Governor's time, though the case
started Consule Maio, and Sir E.Stubbs has no excuse for overlooking it].
All we can do is to put the present case
to the Home Office referring to the Falk case
generally and in particular to their two letters cited
above, and writing as at "A" supra, and ask for Mr.
Shortt's observations.
It will be sufficient to
send only the memorial and Mr.Terby's own Statutory
Declaration (in original for return) observing that
all the other documents received from the Colony are
in order and that the Governor has expressed the
opinion that Mr. Tarby is a fit person to receive the
privilege of naturalization.
