of the University must necessarily be decided by its ordinary statutory machinery.

4. CERTAIN IMMEDIATELY NEEDED IMPROVEMENTS: ALSO SOME FUTURE

EXPANSIONS DESIRABLE IF AND THEN FUNDS ALLOW.

We think the courses in all three Faculties should

be strengthened on the practical side.

In the Medical Faculty, we are of opinion that it

is necessary for clinical purposes to extend considerably

the number of beds available at the Government Civil

Hospital, both medical and surgical. And we recommend that, to render such increase feasible, and for efficient teaching within the University, a whole-time Professor or Lecturer in Medicine should be appointed at once. Perhaps some benefactor may be prepared to endow a Chair of Medicine; but we think the appointment should be made irrespectively of this.

In the future, when funda allow, we recommend that it will be desirable also to appoint a whole-time Professor or Lecturer in Obstetrics, and a whole-time Professor or

Lecturer in Anatomy.

In the Engineering Faculty, we think arrangements

should be made, if possible, for increased practical work outside the University in the dockyards during the later part of the student's course, and during vacations; as well as inside the University during the earlier part of the

course. And we recommend that a part-time instructor from one of the dockyards he now engaged at the University, who will be able to exercise some supervision over the students when, later on, they go to the dockyard.

In the future, when funds allow, we recommend that it will be desirable to erect a new building for a

machine
