stand has not been its position in the past; and that

substitutes be appointed for members absent from the colony,

which we understand has usually not been done in the past.

We suggest, for the Council's consideration, that the

committee should consist of:-

The University Treasurer, as Chairman,

The Vice-Chancellor,

The Colonial Treasurer,

The Chief Kansger of the Hongkong Bank, and

The member of the Hongkong Chamber of Commerce.

We think the adoption of these proposals should provide an

adequate financial safeguard.

The Deen of each Faculty ought, we consider, to be

a senior member of the Faculty. We recommend that the

office devolve on the senior member, subject to his exemptio in a proper case by the Council when the office would devolve

on the next senior.

The Senate, which deals with purely academic

matters, is, we consider, much too large. We understand that

these matters are fully discussed in the respective Boards of Faculties, which comprise practically the whole teaching ataff, and have representatives on the Senate. We recommend

that it should consist of:-

The Vice-Chancellor,

The Director of Education,

The three Deans,

Three members elected respectively by the Boards

of each Faculty and holding office for one year,

The Registrar, and

The four remaining lecturers of the College of Medicine who are entitled to membership under the original Agreement between the College and the University.
