not always done so even once a year; and there is no require- ment that accounts should be put before it. We recommend that the Ordinance make it obligatory for the Court to meet at least annually in the autumn term, and for the accounts to be submitted to that meeting. We also recommend that power be given to the Vice-Chancellor and to the Registrar to convene a meeting at any time, in addition to the existing powers for that purpose.

The Council we recommend should consist of:-

The Chancellor,

The Vice-Chancellor,

The University Treasurer,

The Colonial Secretary,

The Colonial Treasurer,

The Secretary for Chinese Affairs,

The Director of Education,

The Principal Civil Medical Officer,

The three Deans,

The Registrar,

The Chief Manager of the Hongkong Bank, One British member appointed annually by

the Hongkong Chamber of Commerce,

One British member elected annually by the

Court,

One member elected annually by the whole-

time teaching staff,

Two Chinese members of the Legislative

Council, and

A third Chinese member nominated by yourself

for three years.

With regard to the Finance Committee, appointed by the Council from among its own members, we recommend that henceforward it be expressly entrusted with the duty of advising the Council on all money matters, which we under-

stand
