With reference to my despatch No.92 of lat March, 1921, regarding the amendment of the University Ordinance, I have the honour to enclose for your information a copy of the report of the Commission appointed to enquire into the position and working of the University.

In my telegrams of the 19th and 20th of
20 August, 1920, I have already informed you of the financial
measures which I considered immediately necessary in the circumstances disclosed in the report. I enclose minutes of
a meeting at which I discussed the position with the Un- official Members of the Executive and Legislative Councils,
Closures 3 & 4 and of Gazette Notifications of 3rd and 10th September on

3. The financial position of the University on 31st October, 1920, is shown in the enclosed copy of a letter from the Registrar dated 3rd November. As a first step towards carrying out the undertaking given in the Gazette Notification of 10th September a cheque for £1,000,000 was sent to the Registrar under cover of the Colonial Secretary' e
