in Hongkong it was the custom of builders at home to send the ships out without having these tonnage openings and cargo ports fitted to ensure of more seaworthiness on the voyage, but on arrival here this was at once done and the tonnage thereby reduced. It should be noted that all ships of the River class holding a Hongkong passenger certificate and irrespective of flag are treated alike as regards measurement of tonnage and payment of tonnage dues in Hongkong, and the only want of uniformity seems to be due to the Chinese Customs looking for a larger revenue by penalising ships flying the Chinese flag who pay the additional tween deck tonnage at one
