I have your letter, your file No.320, of the 23rd

instant, referring to the question of Canadian law as regards

steamship inspection.

You quote Section 571 of the Canada Shipping Act with regard to reciprocal recognition of passenger certificates which however, would not appear to have any bearing in this case. To introduce the question of reciprocity in inspection, the ship to be so dealt with must hold an unexpired certificate of inspection issued by the proper authorities of the country

to which the ship belongs, and further, the Goverment of that country must recognise the Canadian Certificate as being equiva-

lent to its own.

It appears that the ships of Messrs. The Ocean Steamship Co.,Ltd. and the China Mutual Co.,Ltd. are registered in Great Britain, but that they are holding instead of Board of Trade certificates, certificates issued by the Crown Colony of

Hongkong. Notwithstanding what may be said to the contrary the

Hongkong certificate is not equivalent to the Imperial Board of

Trade certificate, and as a matter of fact the Imperial Authori-

? ties have been informed they do not accept the Hongkong certi- ficate as being equivalent to their own.

The reference to Section 571 of the Shipping Act would therefore appear to be without effect, as the country in which the ship is registered does not accept the certificate the

ship holds, furthermore the Imperial Authorities have so far

refused to accept the Canadian certificate.
