In the inspection of ship, engines and boilers for Passenger Certificate, we understand, it has already come before your notice that the Canadian Authorities have declined to accept a Hongkong Passenger Certificate as compliance with their Emigration Regulations.
We have the pleasure to attach copies of correspon- dence which have passed between Messrs. Dodwell & Co.,Ltd., Agents for Messrs. Alfred Holt & Co. on the Pacific Coast, and the Chief Inspector of Steamships at Ottawa. As you will see the subject is rather a delicate one. Undoubtedly Messrs. Alfred Holt & Co. will be taking the question up with the Board of Trade but as the matter is one widely effecting the standing of the certificate issued at this port we have com- municated with you believing that the question will form the subject of reference by you to the Board of Trade.
We shall be interested to learn any views in the
matter which you may care to express.
