reasons for such requests. in the Ordinance it should still

be definitely stated that coin and/or securities can be deposited with the Crown Agents. At Shanghai it has been found that on occasions there are heavy demands for cashing notes and it is necessary to keep in reserve considerably more

than one-third of value in silver coin. The chief considera-

tion is the safety and control of the coin, bullion or securi- ties to be kept at places other than with the Crown Agents or at Hongkong. Control could be exercised by British officials

and as regards safety at some places, as for instance Shanghai, there seems to be little objection, but at others there may be

objections of weight. It would be well to have the views of His Majesty's Minister at Peking on this subject.

4. These matters require to be placed before the Lords Commissioners of the Treasury. The proposed amending Ordinance can only be considered as a rough draft, which should be con- sidered by the Attorney General when the various principles have been agreed upon.
