Gentlemen,
I am directed to acknowledge the receipt of your letter of the 18th December, 1920, and to inform you that this Government has no objection to the proposed increase of the capital of the Hongkong and Shanghai Bank to the existing limit of £20,000,000.
The other points raised in your letter will require reference to the Secretary of State for the Colonies, and I am to suggest that for the purposes of such reference the Bank should supply a detailed statement
of the reasons underlying their proposals.
