My Lord,
I have the honour to submit for Your Lord-
ship's consideration copies of correspondence relating to
certain proposals for the extension of the powers of the
Hongkong and Shanghai Banking Corporation as regulated by Ordinance No.2 of 1866.

The reasons for the proposed changes in the Ordinance are given in the Chief Manager's letter and in the enclosed copy of a minute by the Colonial Treasurer. I see no objection in principle to the proposals and shall be glad if they may be referred to the Lords commissioners of the
Treasury.
The Bank regard the matter as one of some
urgency and I should therefore be glad to have an early reply to this despatch.
