With reference to previous correspondence, I have the honour to address Your Lordship respecting the
Non-Ferrous Metal Industry Ordinance No.1 of 1919.
Owing to the fact that Hongkong is a tranship-
ping centre and not a producing country the necessity for this Ordinance was never clearly established, but it was
introduced to meet the wishes of the Chamber of Commerce at
the time.
The Chamber of Commerce now agrees that the
Ordinance serves no useful purpose, and, subject to Your
Lordship's concurrence, I propose to invite the Legislative Council to repeal it.
