Dear Davison,

I have now leaked into the complaint, enclose U

in your letter of the 8th December, by Captain kasil

Taylour R.K., concerning certain pay and bonus of which

he states that he has been deprived.

The position is as follows. Captain Taylour

was allowed to serve in the Navy during the war on the

usual terms, 1.6, he was granted a 'Colonial allowanc8"

to make up the amount of his naval pay (without allowaI ON

to the amount of his Colonial salary - The Treasury

ruled that allowances other than those of a compensatory

character must be deducted from civil salaries in the

case of Home Civil Servants, and it was decided that

Treasury rulings in these matters should be followed in

the case of Colonial Government Officera. In this way

Captain Taylour lost his transport allowance, his de-

tached duty allowance, and his bonus (paid weekly) as

officer
