I have the honour to acknowledge receipt of your

J letter No: 43575/1920 of yesterday's date, and to draw your

attention to the following facts:

2. Your letter No/15738/1915 of 1 June 1915 gave

an unqualifted undertaking that I was to receive, during

my term of service under the Admiralty, "a monthly allos-

ance from Hongkong funds equivalent to the full salary of

your colonial appointment less

(1) the usual contributious towards the pensions

of widows and orphans of Government officers

(2) your naval pay (without allowances)."

I was at the same time informed that I was under no circun-

stances to suffer pecuniary loss by reason of having volun-

teered for, or having performed service during the war.

3. Since that date the above undertaking has been

three times violated by the deduction from my Colonial

Tuder Secretary of State
