I have very great pleasure in testifying on behalf of my friend DR.J.T.Smalley of the Hong Kong Medical

Service.

Dr. Smalley served under me for three years in the Colonial Government Service in the Colony of Fiji,of

which I was at the time Chief Medical Officer: during

that time, Dr. Smalley was Resident Medical Officer at

the Colonial Hospital in Suva, and after that was

District Medical Officer in several large Districte

in the Colony. At the Hospital, he was practically in

sole charge, and there gained great experience in

tropical Diseases and in surgery of which there was a

considerable amount. He was also in Charge of the

Gaol, and the Public Lunatic Asylum. In Districts, he had large experience of all native diseases,much experience

in the treatment and care of Indians, and a large

amount of Sanitary work, especially in Native towns and

Indian Settlements. With all these duties there was

a very considerable and important amount of
