I have to acknowledge receipt of your letter (reference 45919/20) of the 27th instant, nd to state that Lord Milner's decision to cancel the agreement on the original terms is deeply regretted.
As your letter appears to indicate that the sale of certain land has been held up, may
I remind you that in a letter to you dated the 25th June 1918, it was suggested that land negotiations should be proceeded with and lessrs. Dennys & Bowley have agreed to any sales proposed to them by the Hong Kong Government.
Referring to thefaebond paragraph of your letter of the 15th June (reference 26992/20) I have to re-uest that you will be good enough to in'omm me as soon as possible of the revised terms and conditions of a new agreement, and I am to urge that, in the interests of the Colony itself, these may be made as liberal as possible.
Might I suggest that if these terms have to be obtained from Hong Kong, the Governor may be requested, by telegraph, to forward them without delay, as the matter is urgent.
