With reference to your letter 4868/19 bât de até 201

inst., stating that the Governor of Hong Kong "cannot accept

the statements made by the promoters as to the position of

affairs as correctly representing the facte", I have to say

that the strongest possible exception is taken to this allega-

tion, and to request that the Governor will state exactly in

what respect, he considers this to be the oase. This is on

a par with the Hong Kong Government's previous action when,

without a word of explanation, they objected to the National

Electric Construction Company and thereby jeopardised the

success of the promoters' arrangements.
