With reference to your letter 4868/19 dated 20th inst., stating that the Governor of Hong Kong "cannot accept the statements made by the promoters as to the position of affairs as correctly representing the facts", I have to say that the strongest possible exception is taken to this allegation, and to request that the Governor will state exactly in what respect he considers this to be the case. This is on a par with the Hong Kong Government's previous action when, without a word of explanation, they objected to the National Electric Construction Company and thereby jeopardised the success of the promoters' arrangements.

The following sequence of the Hong Kong Government's actions is instructive:

A. During the war they put pressure on the promoters to carry out the then impossible task of financing and constructing the new line.

B. Immediately after the Armistice when the promoters were rapidly moving forward, the Hong Kong Government telegraphed that they should be warned not to proceed,
