In reply to your communication 63997/19, I beg to state that I am unable to accept your offer of an appointment owing to the high cost of living in that colony. It is with great difficulty that one can support oneself, and to maintain a wife and family is a still greater strain when serving in a tropical climate, at a distance from home.
Every climate has its drawbacks, and the puisite [sic] would expect to encounter such difficulties. I much regret being unable to accept your offer.
