TREASURY MINUTE, DATED 31ST MAY 1920.
1. My Lords read again Their minutes of the 30th of September 1918, 24th January 1918, and previous dates relating to free gifts made to His Majesty's Government as contributions towards the cost of the War.
2. The Chancellor of the Exchequer now reminds the Board that the further gifts recited below have been made to His Majesty's Government.
3. Federated Malay States.-In pursuance of the Resolution of 13th November 1917, the Federal Council decided to contribute a sum of £120,546 being the special revenue derived from enhanced railway fares in 1917 to the Imperial Government Towards the expenses of the War. A sum of £85,306 68. 47. in excess of the £750,000 approved on 17th November 1917, for the year 1918, was collected in that year under the Federated Malay States War Taxation Enactment, and this additional sumn has also been paid to the Imperial Government as well as £42,103 138. Sd. representing the contribution from railway revenues during 1918. Further, the Federal Council resolved on 29th April 1979 to contribute £750,000 during the current year towards Imperial War Expenditure.
4. Kelantan. The fund raised by the voluntary Income Tax imposed by British residents in Kelantan on 23rd February 1917 was closed, and the final instalment forwarded to the Imperial Government on 11th July 1919. The total contribution amounted to £1,285 75. 4d.
5. Sarawak. In April 1919 His Highness the Rajah of Sarawak intimated the desire of the Government of Sarawak to contribute £5,000 annually for six years to His Majesty's Government. Two instalments have been received.
6. Brunei. A further contribution of £162 6. 8d. has been received from the European Community in Brunei, being the proceeds of a voluntary Income Tax.
7. Straits Settlements. The War Tax Ordinance of 1917 was renewed by Ordnance No. 2 of 1918 and again by Ordinaus H 9 of 1010 Tho €475,000 was received in respect of the year 1918, and £525,000 has been received in respect of the year 1919. These amounts represent the proceeds of the War Tax; in addition, £200,000 is being paid as a contribution from General Revenue for each of the two years.
8. Turks and Caicos Islands.-In September 1918 the Legislative Board of the Turks and Caicos Islands voted a further sum of £450 as a contribution towards the cost of the War.
9. North Borneo.-The sum of £613 178. 11d. has been received from the inhabitants of North Borneo.
These sums have been paid into the Exchequer, and the Chancellor of the Exchequer recommends to the Board that for the present any other sums received shall be so treated. He proposes, however, that at the earliest convenient date this practice shall cease and such sums be devoted to the redemption of war debt.

Let copies of this Minute be forwarded to the Secretary of State for the Colonies for transmission to the Federal Council of the Federated Malay States and to the Legislatures of the Colonies and Dependencies concerned, to the British Adviser to the Government of Kelantan, to His Highness the Rajah of Sarawak and to the British North Borneo Company. Let copies be presented to both Houses of Parliament by His Majesty's Command.
