Dear Lord Milner

Suffolk.

27 April 1920

I trust you will excuse my referring you to four batches of despatches in January and February 1915 from Hong Kong 08086.

Lest there should be any misconception on the subject, I wish to say that I should have been in full agreement with General Kelly's recommendation...

...may have had some effect in bringing about the award of A (Semi-official) to Sand Venter & Co.

The award already made in CB-1908, I thought, should be sufficient to have had some effect.

Our officials are actually better at not interfering officially.

Honours bestowed, see 1905/28 H.

I think the present better course would be to salve friction between the firm and the government by bringing to their notice the Official despatcher's remarks in Whecks.

The general services of others have already been recognised.

In fact, there was considerable friction between the firm and the government.

I think the fussent better to salve being intended to apply LAS.
