I trust you will excuse my referring you to four batches of despatches in January and February 1915 from Hong Kong 08086.
Lest there should be any misconception on the subject, I wish to say that I should have been in full agreement with General Kelly's recommendation...

I think the present better course would be to salve friction between the firm and the government by bringing to their notice the Official despatcher's remarks in Whecks.
The general services of others have already been recognised.
