I have considerable doubts, however, whether anything can be done for him unless he resides in Hong Kong or in the United Kingdom for a year. I think, however, that we might consult the Home Office sending a copy of this letter and enclosures and also of our despatch on 55266; and unless you see any objection saying that there appears to be considerable difficulty unless Mr. Falk puts in his year of residence, but that we are anxious to help him if it is possible.
