Mr.Dawe took up his appointment at Beira at a critical time, when
there was a good deal of unrest amongst the farming community, The
then Acting Governor commissioned Mr.Dawe to visit the farmers in
their homesteade, to study their difficulties and complaints, and to
submit proposals for dealing with same. The results of tids commission
may be judged by the references attached.
While in Mozambique lir.Dave established Experimental Farms and
Flantations, managed the Government's coconut and rubber estates, and
also controlled the grading of Maize, produced in the Company's terri-
tory and Rhodesia, exported from the port of Beira.
Mr.Dawe was especially commissioned to inspect and report on the
Company's extensive rubber forests, then the chief source of revenue
to the Company. He initiated a project for the extraction of the
rubber from the bark, and imported a Valour Extracting Mill, and con-
yeyed it to interior parts, This necessitaded the building of a road
120 kilometers long, from the Beira Railway to M'punga, through virgin
foresta. After many difficulties the plant was sucessfully trans-
ported to its destination, erected and worked. The results of Mr.
Dawe's work in connection with the rubber industry in Mozambique,
may be gathered by reference to No. 9 a tached.
While in Mozambique he initiated and organised the first Agricul –
tural Show ever held in a Portuguese Colony (see references 10 & II).
He also initiated and edited a Quarterly Journal of Agriculture,
which was published in Portuguese and English.
