I have the honour to inform you that on September 25, I
submitted to the Crown Agents a statement of travelling expenses
on a journey from Doncaster to Birmingham, and return, in
connection with the purchase of a Seismograph for Hong Kong.
On October 20 they informed me that the item "lunches" had been
disallowed by the Secretary of State. I thereupon requested
the Crown Agents to point out that the lunches were a necessary
expense, and that but for the hospitality of Mr Shaw, who is constructing the Seismograph, I should have incurred Hotel
expenses in addition,
Apparently the Crown Agents have not done so.
I regret that the necessary explanation was not given when
the statement was first presented.
