I have the honour to acknowledge the receipt of your confidential despatch with regard to the question of an appeal to the Supreme Court of Hong Kong on the general question of the representation of the community on the Legislative Council.
I enclose a copy of a letter which has been received from Mr. C.P. Chater on the subject.
I have given the matter careful consideration. On the whole, I am inclined to think that, beyond the alteration proposed by Pollock, no change in the existing system is called for, but you will no doubt raise the whole question.
