of Commerce and that the other members are to be elected by
the Jurors of Hongkong, which term doubtless embraces both
special and common Jurors.
I am strongly of opinion that such change would not be
in the interests of the Colony and its inhabitants generally,
for it must not be forgotten that in the list of Jurors will
be found all kinds of aliens, who might elect one of their own
number.
Further, the Jurors include all male persons who have
attained the age of 21 years, and although they may be compet ent
to act as Jurors, still the same cannot be said that they would
be fit and proper persons to serve upon the Council of the
Colony.. The result might very well be that junior clerks in the
"hongs or firms might be elected to serve upon the Council, thus
being elected over heads of firms, which would create a most
inconvenient situation.
After an experience of over fifty years in the Colony, I
have no hesitation in stating that it would be highly injurious
to the interests of the Colony and the standing of the Council
if the proposed suggestion were carried out.
The present system of administering the Colony has been in vogue for so many years, and has met with great success, that
I consider it would be disastrous to change it.
The Governor should certainly have the appointment of two
members, but if it is thought desirable to make a change, then
