conditions whereby Non-Chinese steam vessels
trade on Chinese Inland waters in competition
with Chinese vessels, it is desirable that
uniformity be reached

conditions of the situation even if this
entails an elastic interpretation of British
Law.
Tonnage Measurement in China has been in
the past, and still is, in my hands. Sooner
or later, however, it is likely to devolve on
a new organization formed by the Ministry of
Communications.
