I was given to understand that the scheme for the provision of notes as outlined above will be explained to the local managers of banks in Hongkong by a French Government official shortly before it is brought into force.
While the French Government anticipate that some objection by the natives to the official declaration of an inconvertible new issue may make itself felt in some quarters (in Tonkin for instance) they think that it will be accepted by the bulk of the trading community without serious opposition.
As stated above, the French Government are anxious to establish in Indo-China as soon as possible a stable currency based on a token coin containing about 12 grammes of fine silver, and they will therefore, I understand, avail of every opportunity to reduce the rate of exchange for notes and introduce a scheme for the regulation of exchange.
