Sir,
I am directed to acknowledge receipt of your memoranda, 51491/20 dated 22nd October 1920, and 50250/20 of 22nd October, transmitting copies of despatches Nos. 261 of 11th August and 274 of 31st August from the Officer Administering the Government of Hong Kong, together with the enclosures referred to therein.
2. In view of Lord Hilner's telegram of 5th July to
Colonial Governments, a copy of which was transmitted to this
nic Department under cover of a memorandum 31611,20 dated 6th July
1920, the purpose of transmitting the enclosures to the Gov-
ernor's despatch under reference is not clear.

3. This especially refers to correspondence addressed to
persons resident in China which, as no useful purpose would be
served by forwarding such letters to the German Clearing Office
for transmission to China, are returned herewith in order that
the contents may be communicated direct by the writers.

Enclosure (1) to the Governor's despatch has been
attached to the claim to which it relates, and the enclosures
addressed to German residents will be forwarded for transmission
to the German Clearing Office with a view to saving further delay.
