With reference to my letter X 1305/2 of 25th August and your memorandum 42399/20, dated 9th September 1920, I am directed by the Controller to transmit a copy of a further letter from the Manager of the Hongkong and Shanghai Banking Corporation on the subject of the rates of exchange for the conversion of other currencies into that in use in Hong Kong.
2. As the Secretary of States' telegraphic despatch to the Governor of Hong Kong on the subject is dated 30th August last the statement of the local representative of the Bank on the 5th October, transcribed in paragraph 2 of the enclosure hereto, is not understood.

The Controller will therefore be obliged if a further urgent communication on the subject can be addressed to the Colonial Administration so as to avoid further unnecessary delay in the lodgment of claims against Germany.
